Born and raised in San Antonio, Texas. Founding member of the Hispanic Youth Leaders Organization while in middle school. A graduate of Communication Arts High School, San Antonio, Texas. Bachelor of Arts from Stanford University, Stanford, California, and a Doctor of Jurisprudence from the University of Texas School of Law, Austin, TX.

​He is a volunteer and consulting chief trainer for numerous leadership experiences implemented locally, nationally, and internationally by the National Hispanic Institute and the local affiliate, The National Hispanic Institute at San Antonio. Luis was recognized with the National Hispanic Institute’s Distinguished Alumni Award and he was ranked as the “Top 100 Emerging Latino Leaders” by the National Hispanic Institute in 2012. Luis has lived, studied, and managed projects throughout Europe, particularly in Spain, as well as in New York City, Washington D.C., and Buenos Aires, Argentina.

Luis owned and co-founded an importing company originally out of Buenos Aires, Argentina. He also manages his own law practice focused on business law and intellectual property.
